During the 20th China International Cartoon & Animation Festival (CICAF), the representatives from nine famous international cartoon & animation festivals and institutions convened in Hangzhou, including France Angouleme International Comics Festival, World Festival of Animated Film - ANIMAFEST ZAGREB, Kecskemet Animation Film Festival, New York Comic Con, Chinese Film Festival of New Zealand, Korean GWANGJU Information & Content Agency, Asia Content & Entertainment Fair (ACE FAIR), Bucheon International Animation Festival, and ASIFA-China. Together with the representatives of CICAF, they launched a series of activities with the theme of "Cartoon & Animation Culture Feast for International Cooperation" to explore win-win cooperation.

An exchange activity is held on a boat of Beijing-Hangzhou Grand Canal. When enjoying the wonderful scenery along the ancient canal and feeling the charm of Hangzhou in the post-Asian Games era, representatives from different cartoon & animation festivals shared features of their own events and expected further cooperation with each other. 

Through discussion, seven festivals, including World Festival of Animated Film - ANIMAFEST ZAGREB, Kecskemet Animation Film Festival, New York Comic Con, Chinese Film Festival of New Zealand, GWANGJU Information & Content Agencyt, Asia Content & Entertainment Fair (ACE FAIR), and Bucheon International Animation Festival, jointly signed International Cartoon & Animation Alliance Memorandum of Understanding with CICAF.

Festival representatives also signed the one-to-one International Animation Festival Mutual Cooperation Agreement with CICAF according to their respective actual conditions. During the event, CICAF encourages all parties to invite each other, and organize or recommend the domestic animation (cartoon) enterprises to take part in the exhibition, business matchmaking, contest, film screening and cultural exchange of other animation (cartoon) festivals, to strengthen mutual promotion, talent exchange and project cooperation, to build cooperation platforms, and to recommend other international animation (cartoon) festivals to join the alliance, fostering deeper ties with enterprises, universities, and international markets.

In addition, France Angouleme International Comics Festival sent an invitation to CICAF and other festivals, hoping to conduct deep cooperation in the future.

The representatives also paid a visit to Hangzhou's leading animation and gaming enterprises including Zhejiang Zoland Animation Co., Ltd., Hangzhou Electronic Soul Network Technology Co., Ltd., and Hangzhou Sparkey Studio Co., Ltd., as well as China Cartoon and Animation Museum. Through personal experience and face-to-face communication, they gained valuable insights into Hangzhou's animation industry's landscape and aspirations. This event helps to enhance CICAF's and local enterprises' reputation in global market.
